Upgrades Python to 3.12. I tried to go to 3.13 but it looks like devcontainers aren't ready yet.

Microsoft switched where they publish their devcontainer images, so I updated the dockerfile to point there. 3.10 was the last one at the old URL.
Additionally I had to bump a few sub-dependencies, but those were only in the lock file so you might not otherwise notice them.
